The City of Walla Walla is an historic and vibrant community with a population of 30,000 located in eastern Washington State. The city is subject to the state’s Growth Management Act (GMA) with strict guidelines for the distribution of future population. The Plan includes all the elements required under GMA as well as three additional elements designed to further guide and enhance the community: Regional Context, Community Character and Commercial Retail. The Plan considers the emerging issues of sustainability and global climate change and uses an urban design approach to craft a concept for the future organization of the community including specific area plans for important areas including the downtown. With its strong policy orientation, this Plan is more than a technical document for the City planning commission and development services department to use when considering land use applications. It is a tool the public and city administration are using to guide the realization of the community’s vision of its preferred future.
