Located on Lake Ontario one hour east of Toronto, the Town of Cobourg (population 20,000) is expected to grow significantly in the next 10-15 years. To determine future park and recreation demand, a comprehensive demographic trends and needs analysis was undertaken, as well as a consultation program that included interactive public workshops, several focus group sessions with local and regional stakeholders and a community survey. The results of these efforts were used to determine the types of parks and facilities that should be developed in the future.

The Master Plan included a new park classification system, prototypical park concept plans and design guidelines, and a town-wide Systems Plan that integrated existing/future parks into a connected network of public open space. In addition, a prioritized/phased capital improvement program was developed to direct future investments in the parks system.
