OVERVIEW

This study provides a plan to create a water-based “Blueway Trail” on northern New York’s, 114-mile Black River. The Plan combines recreation opportunities with environmental awareness to attract tourists who will invigorate the economy of distressed riverside communities. It includes an inventory of resources; a list of physical improvements such as gateways, trails, access points, signage and interpretive centers; a marketing plan and a detailed implementation strategy. The Blueway Trail Development Plan unites all 37 municipalities along the river because it protects and improves the Black River for visitors and residents alike.
